The Ministry of Commerce has released the new version of the "Catalogue of Technologies Prohibited and Restricted for Export in China"
On July 15th, the Ministry of Commerce, in conjunction with the Ministry of Science and Technology, revised and released the "Catalogue of Technologies Prohibited and Restricted for Export in China" (Announcement of the Ministry of Commerce and the Ministry of Science and Technology No. 28 in 2025, hereinafter referred to as the "Catalogue").
The "Table of Contents" has deleted 3 technical items, added 1 new item, and modified 1 item, mainly including:
First, we will remove one prohibited technology item related to traditional Chinese architectural techniques and two restricted technology items such as building environmental control technology. This will create favorable conditions for promoting the global sharing of China's architectural technology development achievements.
Second, a new restricted technical item has been added, namely the technology for preparing battery positive electrode materials, including: three control points such as the preparation technology for lithium iron phosphate used in batteries, the preparation technology for manganese iron phosphate lithium used in batteries, and the preparation technology for phosphate-based positive electrode raw materials. The preparation technology for battery positive electrode materials is increasingly being applied in sensitive fields. Incorporating these related technologies into the restricted category of the "Catalogue" is conducive to better coordinating development and safety, and promoting the safe and sustainable application and development of these technologies.
Thirdly, one restriction-related technical item has been revised. That is, the technology of non-ferrous metal metallurgy, including: adding five control points such as lithium-rich feldspar production technology for lithium carbonate, lithium-rich feldspar production technology for lithium hydroxide, metal lithium (alloy) and lithium material preparation technology, brine lithium extraction technology, and purification liquid containing lithium production technology. The control point of extracting metallic gallium technology has also been modified. This is a adjustment made to the current restricted technologies based on the changing situation of technological development.
